We're seeking a Vice President of Public Sector Growth to lead Brightline's public-sector expansion strategy nationwide. This leader will be responsible for sourcing, developing, and securing new public-sector revenue opportunities across state agencies, Medicaid programs, counties, school systems, and other government entities seeking innovative solutions to address the youth behavioral health crisis.
Reporting to the Senior Vice President of Growth, the Vice President of Public Sector Growth will own the public-sector growth strategy from opportunity identification through contract award and ongoing expansion. This leader will build and manage a robust pipeline of public-sector opportunities, leading complex pursuits from initial market intelligence and stakeholder engagement through procurement, negotiation, contract execution, and implementation handoff.
Success will require the ability to independently originate opportunities, lead complex pursuits, and coordinate a network of internal and external stakeholders—including government affairs consultants, lobbyists, policy advisors, and cross-functional Brightline leaders—to drive successful outcomes.
This role is expected to function as a hands-on business development leader who personally drives opportunity creation, pursuit strategy, and contract conversion while leveraging a network of internal partners and external advisors rather than a large, dedicated team.
The ideal candidate combines deep public-sector healthcare expertise with strong business development instincts, exceptional relationship-building capabilities, and a demonstrated track record of independently originating opportunities and converting them into long-term partnerships. This is not solely a government affairs or account management role—it is a growth leadership role accountable for generating and winning new business.

Success in this role will be measured by the ability to originate and convert new public-sector partnerships, expand Brightline's presence within existing government relationships, and build a durable multi-year pipeline of contracted revenue.
RESPONSIBILITIES
Public Sector Business Development & Revenue Growth
- Own Brightline's public-sector growth pipeline, with accountability for opportunity identification, qualification, advancement, conversion, and long-term revenue growth.
- Develop and execute strategic pursuit plans for high-priority state, county, Medicaid, education, and government opportunities.
- Build and maintain a multi-year pipeline of public-sector opportunities capable of supporting Brightline's long-term growth objectives.
- Independently originate new opportunities through direct engagement with government stakeholders, industry partners, consultants, and market intelligence.
- Lead opportunities from initial relationship development through contract award, serving as the accountable executive throughout the full business development lifecycle.
- Develop executive engagement strategies that increase Brightline's probability of success in competitive procurement environments.
- Own pipeline forecasting, opportunity stage management, win-rate performance, and growth reporting.
- Partner with executive leadership to establish annual and long-range public-sector growth targets.
- Identify opportunities to expand existing public-sector partnerships through additional services, geographies, funding streams, and populations served.
Government Partnerships & Strategic Relationship Development
- Build trusted relationships with senior leaders across state agencies, Medicaid programs, county behavioral health departments, education agencies, legislative offices, and other public-sector stakeholders.
- Identify unmet needs and strategic priorities within government organizations and translate them into actionable growth opportunities.
- Serve as a senior representative of Brightline with agency leadership, policymakers, procurement teams, and public-sector executives.
- Develop long-term account strategies designed to expand Brightline's footprint within existing public-sector partnerships.
- Position Brightline as a trusted strategic partner in advancing access, quality, outcomes, and innovation in youth behavioral health.
- Establish and maintain executive-level relationships capable of generating future procurement, partnership, and funding opportunities.
Procurement, Pursuit Strategy & Contracting
- Lead Brightline's participation in competitive public-sector procurements, including RFPs, RFIs, RFQs, grants, and other government contracting mechanisms.
- Develop opportunity-specific pursuit strategies, stakeholder maps, competitive assessments, and win plans.
- Coordinate cross-functional proposal teams and ensure alignment across Growth, Clinical, Operations, Product, Finance, and Legal.
- Lead contract negotiations and commercial discussions through execution.
- Create scalable processes and best practices that improve Brightline's ability to compete for and win public-sector business.
- Maintain visibility into upcoming procurement opportunities and funding initiatives across target markets.
- Develop compelling business cases and value propositions that differentiate Brightline in competitive environments.
Government Affairs & Strategic Advisor Management
- Serve as the primary internal owner of relationships with Brightline's government affairs firms, lobbyists, policy advisors, consultants, and industry associations.
- Establish clear objectives, priorities, and performance expectations for external partners supporting Brightline's growth efforts.
- Coordinate activities across external stakeholders to ensure alignment with Brightline's public-sector growth strategy and opportunity pipeline.
- Monitor legislative, regulatory, funding, and procurement developments relevant to Medicaid, behavioral health, education, and youth services.
- Partner with executive leadership to translate policy developments into actionable growth opportunities.
- Represent Brightline at industry conferences, policy forums, trade associations, and public-sector events.
Public Sector Account Growth & Stewardship
- Serve as executive sponsor for key public-sector partnerships and strategic accounts.
- Develop executive relationship strategies that support contract retention, renewal, and expansion.
- Partner with operational and clinical leaders to ensure commitments made during the contracting process translate into successful implementation and measurable outcomes.
- Identify opportunities to broaden existing partnerships through new services, populations, geographies, or funding streams.
- Support contract amendments, renewals, and partnership expansion initiatives.
Market Intelligence & Strategic Planning
- Analyze state and local policy environments, Medicaid initiatives, funding mechanisms, procurement trends, and behavioral health reform efforts.
- Identify emerging opportunities tied to Medicaid transformation, school-based mental health programs, behavioral health integration initiatives, youth behavioral health investments, and federal funding programs.
- Develop market-entry recommendations supported by competitive intelligence, funding analyses, and strategic assessments.
- Partner with analytics and strategy teams to build compelling value propositions supported by outcomes, access, quality, and cost data.
- Maintain a forward-looking view of the public-sector landscape and proactively identify growth opportunities before formal procurement processes begin.
Leadership & Cross-Functional Influence
- Operate as a senior enterprise leader capable of driving outcomes through influence rather than direct authority.
- Coordinate cross-functional teams across Growth, Clinical, Operations, Product, Finance, Legal, Marketing, and Analytics in support of strategic public-sector opportunities.
- Lead opportunity-specific pursuit teams, ensuring accountability, alignment, and execution across stakeholders.
- Effectively manage and leverage external consultants, lobbyists, government affairs advisors, and strategic partners to advance Brightline's objectives.
- Establish scalable processes, governance, and operating rhythms that support public-sector growth as Brightline expands.
- Help define future organizational capabilities and team structures as the public-sector business continues to scale.
Requirements
- 10+ years of experience in healthcare business development, public-sector healthcare growth, Medicaid managed care, healthcare consulting, government contracting, government healthcare programs, or related fields.
- Demonstrated track record of sourcing, advancing, and closing complex public-sector healthcare opportunities resulting in meaningful revenue growth.
- Proven experience managing opportunities throughout the full business development lifecycle, from market identification and stakeholder engagement through contract execution and implementation handoff.
