Program Manager

Scope: The project & program responsibilities are focused on internal information system-specific project tasks or non-technical project completion using an internal customer perspective, both typically from initiation through delivery. Organize daily activities based on organizational goals. Develop and implement new programs that support objectives. Monitor projects and oversee project managers. Evaluate program strengths and weaknesses. Develop program budgets and plans. Meet with stakeholders to discuss program status and goals. Improve strategies with the marketing team. Coordinate cross-functional teams to deliver on regulatory requirements from PBOC and other regulatory authorities. Coordinate cross-functional teams to manage on-site regulatory inspections and maintain proactive, transparent working relationships with regulators. Organize cross-functional staff training programs to build and sustain regulatory awareness across the organization. Coordinate cross-functional teams to execute on development and enhancement of local payment products and services. Provide support to senior executives in developing local business opportunities to drive market growth. Provide support to senior executives in developing and maintaining strategic business relationships with local industry partners and financial institutions. Provide support to senior executives to manage public perception to strengthen PPCN's brand reputation. Provide support to senior executives in continuously monitoring local operational, conduct, and compliance risks, providing actionable insights to mitigate exposure. Provide support to senior executives to ensure local operations adhere to PPCN's global governance and risk management frameworks. 5+ years relevant experience and a Bachelor's degree OR Any equivalent combination of education and experience. 8+ years of experience in program management or strategic roles within financial services, fintech, or payments in China. Strong understanding of the local payments ecosystem. Proven track record of managing cross-functional projects involving regulatory, product, and business stakeholders. Experience engaging with senior external partners. Bachelor's degree required; MBA or advanced degree strongly preferred. Fluency in Mandarin Chinese and English (written and verbal). Excellent communication, negotiation, and stakeholder management skills. Experience in media relations or public affairs is a plus.
